Background

Nearly fifty years in high-risk work

QHSE is the practice of Rob Feasey, who has worked in high-risk industries for nearly fifty years. He trained as a Licensed Aircraft Maintenance Engineer (LAME) and spent forty years in aviation, licensed across airframes, engines and avionics, with a period at the New Zealand aviation industry body and as a Civil Aviation Authority (CAA) recognised Senior Person for safety management systems (SMS). From there his career moved into health and safety leadership in manufacturing, roading and infrastructure, government and local government, and defence. That has included managing health and safety for a pulp mill and sawmill, and leading the national health and safety function of a large public sector organisation.

He holds a Master of Business Administration (MBA), a Postgraduate Diploma in Leadership (PGDip) and a Diploma in Occupational Safety and Health (DipOSH), is a Member of the Institute of Directors (MInstD), a Certified Professional of the New Zealand Institute of Safety Management (CertProf NZISM), a Certified Quality Manager with the New Zealand Organisation for Quality (CQM, NZOQ), a Certified Risk Professional with the Institute of Risk Management (UK) (CertIRM) and a Certified Machinery Safety Expert (CMSE). He is registered with the Health and Safety Association of New Zealand (HASANZ), a SafePlus Accredited Assessor and an auditor accredited by ACC for the Accredited Employer Programme (AEP), and he delivers root cause analysis and internal auditor training on behalf of NZOQ.

The consultancy has traded as QHSE since 2018 and works from Palmerston North, in the Manawatū, with clients throughout New Zealand.

How QHSE works

Every engagement starts with a conversation, and the first one is free. Scope is agreed in writing with a fixed fee wherever possible and travel included. The work is done where the work happens, on the floor, on site and in the field, with the people doing it, as well as in the boardroom. Reports are written to be used: evidence, findings and prioritised recommendations, presented in person.

QHSE is independent. It has no financial interest in any product, software or training provider it may mention, takes no commissions, and checks for conflicts of interest before accepting an engagement. QHSE holds professional indemnity and public liability insurance, with certificates of currency available on request.

CertProf NZISM

Certified Professional of the New Zealand Institute of Safety Management, the professional body for health and safety practitioners. NZISM accreditation is based on recognised qualifications, hands-on experience and continuing professional development, and the grade is reached through peer review.
HASANZ Registered

Listed on the HASANZ Register, which independently verifies qualifications, experience, continuing professional development, ethics and insurance. HASANZ calls it a warrant of fitness to practise.
SafePlus Accredited Assessor

Accredited to deliver SafePlus onsite assessment and advice, the health and safety performance improvement approach developed by WorkSafe New Zealand, ACC and MBIE.
CQM, Certified Quality Manager

Awarded by the New Zealand Organisation for Quality, covering quality management systems, internal audit and improvement.
CertIRM, Certified Risk Professional

Institute of Risk Management (UK) certification in enterprise risk management, covering risk frameworks, assessment and treatment.
Certified Machinery Safety Expert (CMSE)

Certification in machinery safety, covering machinery risk assessment, guarding and safeguarding, and compliance for plant and equipment.
ACC Accredited Employer Programme Auditor

Accredited by ACC to audit employers in the Accredited Employer Programme against the ACC audit standard. One of a small number of ACC-accredited auditors in New Zealand.
LAME, Licensed Aircraft Maintenance Engineer

Forty years in aviation, licensed across airframes, engines and avionics.
Lead Auditor, ISO 19011 and ISO 9001

Trained to plan and lead management system audits, including audit programme design, evidence gathering and reporting. Internal auditor training delivered by QHSE is taught to the current version of ISO 9001.
MInstD

Member of the Institute of Directors in New Zealand, the professional body for directors, which underpins the governance and due diligence work.
Diploma in Occupational Safety and Health

A diploma-level health and safety qualification covering hazard and risk management, health and safety law, and the management systems that put both into effect.
MBA and PGDip in Leadership

Master of Business Administration and a postgraduate diploma in leadership, so the advice is framed in business and leadership terms as well as technical ones.
